Administrative processing case....need help before applying

Hi there,

I applied for visitor visa for my grandparents in jun08,My granny got the visa but my grandpa's case was in admin processing for 9 months,in feb they asked to Send PPt n we did as it says it website with pink sheet n envelope but it came back without visa stamping and no reason at all and they moved the case to pending, i emailed them n no response. n again in mar they moved the case to send new photo n PPt, i did as they asked but it came back again with no details what documents they exactly need??My Grandpa is 76yrs old and he has his own business and he is a self-sponsor,his intention is just to visit me n other family members for a months or so n now again in May they updated as Send PPt??

My question should i send other documents like DS-forms, new photos and a letter explaining what happened earlier...
will that make things easier...
and also what documents are required for travel itenary, they didnt asked for it but incase if they do what should i send?
