Visitor visas for individuals who have valid L1s / H1s

Hi,

My friend has a valid business visa & has visited US for business multiple times. His wife has a valid H1 visa & has not worked / visited US.

Can they apply for a visitor visa to vacation in the US without it adversely impacting their existing business / work visas?
