Can they get visitor visa while being sponsored for permanent residency?

Sponsored brother and his family in 2004 and would not be able to hear for another 8 - 10 years or so from immigration of the application status for permanent residency. Meanwhile, can he and his children visit me for school vacation?
I [sister] live her for the last 15 years and frustrated that I am unable to provide them atleast one visit to sister’s place.
Is there anyway they can visit me for a month or so? Please help me with the information.

If you have filed an application for permanent residency for your family then that makes them potential immigrants.

And visitor visas are strictly given to those with no intent to immigrate. During your interview you are expected to show evidence that your intent (i.e. short and long term intent) is not to immigrate.

And how is your family going to prove that?

So no, they will not be able to get visitors visas.
