Help - Sponshorship required for my brother coming in visiting visa?

Hello,

My brother-in-law( indian National) currently working in singapore. He is planning to visit USA. Does he need sponshorship for visa interview?

If he can take care of his expenses himself, no sponsorship is needed. Otherwise, it is needed.
