Interview appointment in New Delhi....why ? URGENT !!

My sister lives in Raipur ( Chhattisgarh ) and her agent took her visitor visa appointment in New Delhi US Consulate. I think there is some mistake, I think she has to go to Mumbai Consulate. Her agent said if she chooses interview language Hindi then she has to go to Mumbai, for interview in English she can go New Delhi or Mumbai. Is there any recent rule changed ? Please reply soon because she has appointment on 9th Jun 09.

Agent tried to fool her, they probably only had hindi appointments at mumbai and english at delhi available at that time. If the VO notices this, they will ask her to go to Mumbai.
Why people pay agents for a simple enough task?
