Getting Visitor's visa from a different county

Hi

My mother is currently in China and would like to visit USA. She is an Indian Citizen from Andhra Pradesh. Can she get visitor's visa from USA embassy in China or does she have to go to Hyderabad embassy?

How is she going to show strong ties to India, by applying from China? this is a bad idea.

Most likely, she will be rejected to even get an interview, most embassies do not entertain such petitions unless you hold a resident status in that country.
