Section 214(b) is part of the Immigration and Nationality Act (INA). It states:

"Every alien shall be presumed to be an immigrant until he establishes to the satisfaction of the consular officer, at the time of application for admission, that he is entitled to a nonimmigrant status... "

So basically it is the responsibility of every applicant for the B2 visa to prove that her/his intent is NOT to immigrate.

But in your case you yourself informed the VO that your long-term goal is "to practice as a neurologist in the us".

So while you may have no intention of staying back in the US on your B2/visitors visa, you have made it very clear to the VO that your long-term intent/goal is to immigrate to the US.

Why should the VO want to help you achieve that long-term goal?

Based on 214 B the VO "presumed you to be an immigrant" and you just went ahead and proved to the VO that you were exactly that.

      And so you were rejected.

        "do i stand a chance?"

Every applicant generally has a 50 % chance of getting a visa.

Be prepared in every way and the rest is luck.

        Good luck
