Student visa rejected 10 yrs back, should this be mentioned

Hi

My sister had applied for visitor visa 10 yrs back and was rejected twice in India.
She is now in UK and wants to apply for tourist visa. Should she mention on her application that she has been rejected before? Please advise. She has a new passport (Indian), so there is no stamp of rejection on this one. Does it matter?
