35. Has Your U.S. Visa Ever Been Cancelled or Revoked?

I need your assistance and advice on how to answer the DS 156 question #35.

MY wife had a green card which she surrended using form I 407. The green card had not expired and she was not out of the US for longer then a year when she turned it in. We decided to live in Thailand. She would now like a tourist visa so we can visit our daughter in Las Vegas.

My question is since she had a green card and returned it is that considered a cancelled visa and we should answer question 35 as YES?

What they are asking really is whether you visa was cancelled/revoked involuntarily because you did something wrong. If the person voluntarily gave up green card, that is not the problem.
