obtaining visitor visa for germany from NY

HI, my father got the visitor visa for USA before a week, he was granted 1 year of multiple entry.
he is scheduled to arrive in USA on 20th of Nov.
my father has a brother staying in Germany.he wants to visit him.
is it possible for him to obtain visitor visa for Germany from German Consulate in NYC,then visit Germany for a week and comeback to USA. then from here at end of authorized stay as per I-94,go back to India.

Yes, that is possible.

I am not sure about Germany, but in the reverse case, if he had got German visa and applied for US visa from Germany, he would be rejected and asked to get it from US consulate in India.
