Need information for B-2 visa

Hi,

I am working on H1B visa here since last 2 yrs. I want to call my younder sister here on B-2 but I am not sure if as a H1 holder, I can sponsor B-2 or not. Or if I can call my sister as visitor or not. Second thing, H-4 is valid for spouce only or I can call any of my relative (like my sister) on H1B?
