Father's visa rejected at Mumbai

My father who is a widower was appearing for his visa the second time after an unsuccessful attempt in 2002. His visa was rejected again. The officer cited the reason to be "that he is travelling alone". He did not see any of the documents that my father had.

It is extremely frustrating when something like this happens.

Father's visa rejected at Mumbai

I am thinking of sponsoring my sister's (married and well settled in Bombay) along with my father early spring next year. Perhaps that might prove to be lucky.

Any tips from anyone with similar experience would be really appreciated.
