Any one know getting visitor visa for G5 visa holder?

Hi all,
One of my friends want to sponsor his relative. But the problem is this person was in USA for 2 years on G5 visa. Now that visa is expired. Now, is it possible to apply for visitor visa for this person, since G5 is a work visa? any suggestions or input is welcome.
