Can I reapply when first time stamp says Application Recd

HI all,
I would like to sponsor my cousin. But she had applied in 2001 and she did not get rejected. But the stamp says "Application Received". She has not received any corresponsdence from consulate about what exactly was missing from her application. I read everything about this on immihelp website too.

This time me and my husband would like to sponsor her (we did not sponsor her last time). Any suggestions? Any ideas how this may affect her application this time? I would appreciate responses from people who have done similar thing.

Application received means application rejected.

So, you mean when they reject the visa they would stamp as "Application Received"? I thought this belongs to 221g category and not 214b. Can you clairfy?

Application Received = Application Rejected

When the application is rejected, they never write it was rejected. They always write 'Application Received'
