Information regarding Visitors Visa

Dear Sir,

I am an Indian Registered dentist and wish to give National Dental Board Exam to get a license to practice in states.
Kindly, help me if i can give that exam on tourist visa?
And also if approved for the respective visa, then what difficulties i may face in future to convert it to students visa?

It would be best to go back to the home country and apply for students visa from there.
