extension of stay

my friend filed for an extension of stay as a tourist but he got the reply after a year and was denied. he immediately leave US.

can he still visit US since he has a multiple entry visa?

No.

If visitor visa extension is denied, multiple entry visa (such as 10 years visa) is automatically void.
