Visitor's visa rejected at Chennai

My mom's visa was rejected today on 214(b) . She was planning to travel by herself as my Dad's schedule does not permit him to travel at this time. She does intend to reapply in a few days time.

I have the following questions:

- she had all the necessary paperwork (incl property ownership, her bank account statements). Would an affidavit from her stating that she has no intentions of staying permanently in the US help? (I intend to send the following letter as well:

- Would contacting my Congressperson/Senator help in any way? Or would the folks at Chennai think of this as intefering in their jurisdiction?

Congressman/Senator letter is questionable. No one is sure whether it helps or not.

Some think it helps, while others think that it would interfere with consular officer's powers/duty and therefore may be negative.
