Fatherinlaw&motherinlaw visa rejected.Can i reapply only

yesterday My FIL/MIL visas rejected in chennai consulate under section 214(b). Now i am planning to re apply for only for my motherinlaw .can i reapply now only for my mother in-law,after rejecting for both my fatherinlaw and mother inlaw?if i reapply only my MIL is there any chances of asking at consulate that why i am not reapplying for my FIL?if i want to reaaply only for my mother in law whats the process to reapply ?do i need to send invitation letter again addressing my mother
inlaw only?please advice me what to do ?i am not understading that reapply for both or only my MIL?the important thing is to get visa for My MIL .please give me quick responce .

do i need to attach any letter

do i need to attach any letter to consulate,the reason for not accompanying my Father-in-law with my mother-in-law.in that case can i have a sample letter.i would appriciate your help.
