Vistor Visa for my Mother in Law

Hi All,

my mother in law has a passport issues in Maldives by indian consulate. The address she has in the passport is Vizag(AP). Can she appear for her visitor visa interview in New delhi? Fyi most of her relatives are in new delhi. Please advice

If her residence is under delhi consulate jurisdiction and that can be proved. Location of relatives does not matter.
