Visa rejected twice in last 12 months

My guardian's (uncle and aunt) visa got rejected 2 times during the last 12 months. Both times on 214b.
Initially both my aunt and uncle were planning on coming up now only my aunt wants to come. What are the chances of her getting it?

Also on http://www.vfs-usa.co.in/ i see that if these kind of cases (where visa is rejected twice) the appointment dates are very limited.
For instance for sep i have only one available date which is sep 11 but if I do say visa was not rejected I see several dates beginning aug 26. Why is that?

Though only your aunt may want to visit now, the consular officers may see this as one of the old tricks played by people for whom visas have been rejected.

The availability is what you see for your responses to questions, that cannot be changed.
