Did your parents filled out DS-156 or you?

I was just wondering, if you guys could tell me who signed out DS-156 form for your parents. My mom filled it herself last time and she got rejected. That was a week ago. I am thinking of reapplying.
Since none of her documents were looked at, and she was not provided with a translator I am wondering if me or any of my family member filling out the form would help.
