Question about filling I-134

Hi

Here is the case

* I have my In-laws with me in the United states.
* They will be going back to India August last week
* I want to call my parents here in September first week
* To get all the paperwork and VISA done I have to send the documents now (whilst my in-laws are in the united states)

Question I have is about the I-134 form that - should question 8 "The following persons are dependant upon me" include my in-laws because they are here with me today? OR does this question deal with dependant visa status persons only, in which case I dont mention their name?

By the time my parents come over here, my in-laws would have gone back to india. What to answer for this item 8 is really confusing. Please help

8. Don't put your in-laws name there. They are dependent only temporarily.
