visitor visa got rejected

Hi,

My brother-in-law's visitor visa got rejected today.

1) When can he apply again?

He is working in software in India. He said that he is going to US for 3 months. The consulate said how can you get 3 months vacation. And then he rejected the visa.

2) Will this rejection be any problematic for him in the future for his try for F1, L1 or H1B visa?

He tried to explain that he may get extended vacation from his company.

The purpose was tourism and visit relatives.

Next time, he will answer that he is going for 3 weeks for vacation to US.
