interview in Hindi/English but was requested in Punajbi?

My mom had interview at new Delhi, and it was scheduled in punjabi and interview letter was also indicating "language Punjabi" but VO officer asked questions in hindi and english. VO officer asked 5 questions mixed in hindi/englsih. My mom could not understand one question and said that she did not understand the question and got 214b. There was no translator. Anyone knows why Vo officer asked questions in hindi/english instead of punjabi?

That is difficult to answer.

I guess that even though you requested Punjabi translator, there may not be one available at that time because of the reason only they know. That is why they took the interview in Hindi.
