Can I apply Visitor Visa for my BIL's wife parents?

Hi,

Is it possible for me to send sponser letter for my brother-in-law's wife's parents? They will be using their own money for the trip and airfare.

If I can sponsor them :
1) Should I still state the letter that I will be taking care of their expenses?
2)Should I still provide my pay stub,income tax and w2s?
