    If consulate has to reject VISA do they return passport at the time of interview?

    normally yes ...

    The consulate will not keep the passport if they are not going to issue the visa. They will return it immediately.

    Another sign : If they take the payment for visa issuance fees (I think it is Rs.2300) , you can be sure that the visa is granted...
