Awaiting Visa Transfer Approval - Want to bring my parents

Hi Every one,
Last month I have applied for visa transfer and still i am awaiting its approval. We are expecting a baby in the month of December. I am trying to bring my parents in the month of November. So is there any chance to apply for visitors visa with the transfer status still pending. Your valuable information is greatly appreciated.
