South Indians Appearing at Delhi Consulate

Do applicants subjected to Chennai Consular district really need to show the urgency for appearing at Delhi Consulate. I am really confused now as the TTSVISAS website states that since there is a heavy demand at Chennai/Mumbai, applications are accepted at Delhi/Kolkata. But started hearing news that we need to show urgency.. Please advice. My parents have appointment next week in Delhi as everybody is aware of chennai situation. I came to know that there r brokers who r offering appointments for 1000 - 2000 Rs/ but I am complete averse to encourage such inhuman business. Please advice if anybody can pour inputs reg this.

Did your parents get the Visa when they went to Delhi Consulate? Also, let me know what documents did you show for the "urgent need" ..I would appreciate your response very much as my parents have an appointment in Delhi on July16th though they are from Karnataka.
