Can Apply visitor visa, when sponsors visa going to expire

Hi,
Mine is L1 Visa .My visa is going to expire within 2 months but my I-94 have 1 more year validity.Now i want bring my parents to USA.Can i apply visitor visa to my parents if my visa is going to expire.Please tell me.Its urgent.
