letter to consulate, notarised??

HI,

1.Should the letter to consulate requesting issue of visitor visa for parents(or parents-in-law) be notarised or it is enough to print on plain paper and sign it.

2. some people in forum are stating that they(sponsor) are sending affidivit confirming that their parents will return after visit to US. Is it necessary. I didn't see this in document list of sponsor.
