Can apply again before expiration?

My parents currently have a one year multiple entry visitor visa valid till July 10 2004. They have used this visa last year once.

They want to visit again some time in July, probably after July 10. Can they apply for the visa again now even though the visa is still valid? Or should they wait till the visa actually expires and apply only afterwards? We heard from some travel agents that applying right away might cause the visa to be rejected.

Please advice.

If they would like to come before visa stamp expires, no new visa is needed. Just come.

Thanks for your response. I have a quick follow-up. They don't intent to come before the visa expires. Therefore they will need a new visa. Question is, in order to apply for the visa again, do they need to wait till the current visa expires, or can they go ahead and send in their applications (through drop-box) right away?
