Letter from Senator for Tourist Visa

Hi,

My parents were recently refused a tourist visa to the US at the Mumbai consulate. They did not give any specific reason for refusal.

I have heard that letter from the Senator is helpful in obtaining tourist visa. I have also heard that the letter does not guarantee the visa but its certainly helpful.

I am based in Milwaukee, Wisconsin. Could any of you let me know how should i go about getting a letter from the senator? Things i need to do for the same?

Any pointers will be extremely helpful.
