Visitor visa for Mentally Handicapped

Hi,

My brother-in-law is mentally handicapped and I am trying to get visitor visa for him along with my in-laws. None of my in-laws have visitor visa earlier.
I have few questions:

1. Will he be given visitor visa?

2. If no, should i ask my mother-in-law and bro-in-law to go consulate separately so that atleast she gets the visa first. Just to avoid rejection because of him.

Any experiences and info is highly appreciated. Pls share.
