Can you get Married on a Tourist Visa?

Can you get married on a tourist visa? My fiance and I was denied on the K1 Fiance visa and now he got a tourist visa from his country to come to the USA. Can we get married while he come to visit me on the Tourist visa? or do we have to wait a while? Can we get married then he can return back home then come to visit again? What are the protocols?

He was denied because last time we saw each other was 2 1/2 yrs too long and too late before I filed for him.

It is not a good idea to come to the US on a tourist visa with the intention of getting married.

I suggest that you start all over again regarding all the provisions of the fiance visa.
