IN-LAWS VISA REJECTED UNDER 214(B)

hi,
my in-laws visa rejected under 214(B).
Counciler officer scrutunised all the documents, and told, you are not eligable for visa and they gave one letter stating that reason.....they didn't even ask single qustion...


what to do now ? What is the solution ?
please help...
