student in london to visit USA

Hi, I am a student studying in London. I am doing my masters. I want to visit USA. I have a permanent part time job in here. I want to visit USA for 2 weeks. I have taken a letter from my employee saying that I am visiting USA for my holidays and will report back to work. I will even take a letter from my university sayingf that I need to return to submit my project. The main thing is I tried for a student visa before an year ago to the USA and had been rejected twice. The rejection reason was normal and I have been given a 214b. So can I apply for a USA visiting visa now?
Do I need a sponsorship from USA? If so I can arrange one. Kindly give me the details as soon as possible and I am stating that I will be travelling for christmas and then can I travel again later on if my plans change?

If you have a 214b from the past, it will be difficult to get a B2 visa.

Sponsorship is not mandatory. It depends on how well the person applying has established themselves financially and how they can prove that they will return to the home country.
