visa rejected how to reapply?

Recently my mother's visa got rejected. I want to re-apply.

Is it better to take an appointment and go directly to embassy again or send it through drop box?

Is it better to apply immediately or apply after 2 to 3 months or after a year?

Please advice me the best way.

Also let me know, my mother should go if apply by drop box.
