Visitor Visa - while in india

I m currently in india and would be flying to detroit in june on my L1 visa. I want to take my father along to help me establish and take care of my daughter initially. Can i apply for his visa while here and get his visitot visa and take him along.
In all the sites, i only see of cases where a person already there can invite his parents.

Yes, you can get visa for him while you are in India. He/You will have to show enough financial support from India itself.

That is great. What are all the documents that he will need to furnish. He has a house on his name, some bank balance of some 5 lacs, a couple of plots ... round about 40lacs i should say.
Is there any help i can get in such visas where we can apply here itself...the documents needed etc.
