Visitor Visa with Expired H1B

I have filed an extension for my current H1B visa which is expiring on 30th of May 2004. I am yet to receive my extension receipt for the same. I am planning to apply for visitors visa for my parents both of whom are above 60 years old.

Do i need to wait either until i get my extension receipt (Form I-797) and send it across or send copy of extension petition for applying the visitor visa.
