Visitor VISA for USA

I am on Work permit (EP) in Singapore, and intended to visit USA to attend a house warming function of my friend’s.

Pls advise me how to get the process done and time it takes.

Thanks for the mail, the link is very informative, but I didn’t find the answer for the below question.

If the visitor/applicant (visitor going USA) stays out of India (say in my case I am staying in Singapore), so where should visitor go for stamping either in Singapore or in India?
