immigration said i could not enter the US in 6 months

Hello,

Mi uncle has a Visa that he obtain back in 2006. He was told by immigration that he can not enter the USA for 6 months because he used
false documents. My question is, how can he re-apply to enter the US
again? Does he have to write a letter apologizing?
