I am originally from Iran and live in Malaysia with my husband and 2 daughters now. My daughters are going to university, one is getting her Master degre in Art and younger one is studying to get her Bachelors
degree in Art. My sister lives in US and my Mom was a US citizen. My mom died 5 years ago while I was waiting for my greencard interview.

Unfortunately my mom died before my interview and my case was closed after INS was informed of my mother's death by my sister. I applied for a visa to go to U.S. with my daughters but it was denied. I don't know what is in my file that they denied giving us a tourist visa. I like to write a letter to INS asking them about my visa denial. how should I write the letter, to get a fast response from them?

You can't write a letter like that and you will not get any reply like that.

Recently, a law has changed where the petition can survive even after the
petitioner has died. However, I am not sure whether it applies
retroactively (such as in your case) or not. I suggest you contact an
immigration attorney regarding this.
