In laws visitor visa rejected 5 times--please help!!

Hello,

My in-laws have tried for visitor visa to USA 5 times (in a span of 5 years) and the visa was rejected. They are now planning to go on a Europe trip. What are the chances that they get a visa to Europe? Have anyone come across such a situation. Please suggest. We are totally out of ideas at this point.
