Can a Delhi resident take visa date in Mumbai

Hi,
My parents as such stay at Delhi but my mother has been staying with me for quite some time now on and off i.e. she keeps travelling between delhi and mumbai. So, in such case can she take visa interview appointment at Mumbai even when her primary residence is at Delhi? Also, do they ask for any proof as such in interview if she takes appointment at Mumbai (she has taken HDFC receipt from Delhi as such)?

Forgot to add that she will be taking interview in Hindi, not in English.
