B2 Visa rejected for Brother-in-law

Hello,

My bother-in-law B2 was reject on 01/01/2010.

He showed as self sponsored, reason VO gave was not enough financial support for the travel.

I thought of sending him to interview again next month this time I am sponsoring (I-134).

Is it possible to schedule an interview with an month? and for the next interview dose he need ti take new HDFC receipt or old should be fine?

Any help on this is greatly appreciated.
