Visitor Visa(B2)and H1B,i have I 797 but not appeared for H1B visa stamping procedure

Good Morning
i got I 797 (H1B approve latter) in year 2008 lottery ,i am not appear for visa stamping procedure till date due to recession ,i want to attend family function in usa . can i appear for Visitor Visa (B2) is it affect at the time of H1b visa interview if i did`t get visitor visa ?
