Appointment in Delhi from the South Region.

My parents would like to visit the US in December. The consulate in Chennai does not available appointment dates until January. I think there is a prevision to apply in New Delhi; however, it is only granted for emergencies. Can anyone shed some light on me some scenarios considered to be a valid emergency reasons. Thanks very much.
