My parents have an appointment next week in delhi, the appt is for 10:30 and ask's them to come 15 minutes early, please advise hoiw early should they go, someone told me thye should go atleast 2hours beofre time.

Do not go that early. If you go earlier than half an hour, you will be asked to come back later.
