Visitor Visa for Parents(need advice)

Hi all,
My parents visa got rejected twice under 214(b). For both times we wrote the reason for visit as tourism.
This time we want them to come over for different reason.
My wife is pregnant with some complications. We got a letter from the doctor saying that she needs family at this time. I have the following questions.
1. In the letter to Consulate, do i mention that their visa was rejected twice under 214(b) and now this time we need their help. Or just write the reason why I want them to come over?(i.e. taking care of the baby) Also do i need to show family ties, property etc. in the letter to consulate?
2. Shall i send a letter of invitation to my father and mother in this case?
3. I am still going to prepare Affidavit for my father and mother showing their family ties, property and annual income. Is this correct?

1. If you mention pregnancy, visa will definitely be rejected, no matter how complicated pregnancy it is or doctor letter or whatever.
