Visitor Visa expiring in March 2010. Can I reaply in February.

My In-Laws visitor visa expiring on March 10, 2010. Current visa was only for 5 years. During last 5 years my father-in-law never visited US, but my mother-in-law came twice. I have few questions. Please clarify my doubts.

1. Can I reapply for new visa now itself so that I can plan to bring them in August 2010 or do I have to wait for some time?
2. Can they come before March 10th and stay until I-94 expires( I am guessing they may get 6 months on their I-94 at Port of Entry).
3. Is there any problem for getting visa for my father-in-law as he never used the previous visitor's visa.
